Tim, my understanding is the non-straight whiskey component of this blend, at least towrads the end of its production, was not neutral grain spirits but unaged bourbon mash whiskey (or possibly whiskey distilled over 160 proof but under 190, from a bourbon mash). Yet, the label states 65% GNS, so I guess that particular bottling did use GNS. I think you can make a better blend by adding more straight whiskey. If you add, say 200 ml. of FR Small Batch to your 200 ml. of the FR blend, you will have an all-FR blend of 62.5% straight whiskey. I think you will find that is a very good drink for some purposes, e.g., for some mixed drinks, also for neat sampling to improve the roundness and length of the straights. In effect you are using the 37.5% (and you can make it less) non-straight whiskey for display.
