I think this is wrong. The requirement for age statements if any of the whiskey is less than 4 years old applies to "all other whiskies."
Sec. 5.40 (a)(1) In the case of whisky, whether or not mixed or blended but containing no neutral spirits, the age of the youngest whisky. The age statement shall read substantially as follows: "------ years old.''
On the other hand, the government has to approve the label and if they approve it then it's approved, regardless of what the regulations say.
