Have an old/rare bottle you'd like some more info on?

First off, I am not asking how much this is worth or what value..

I just want to know what to expect and maybe get a little information about it. I received a full bottle of '84 Beam Bourbon "Beam's Duck Stamp Series Decanter - First Issue". It is sealed with a seal that states, "Bureau of ATF" and "Distilled Spirits". What is the deal with this bottle? What can I expect? Thanks a lot.

Also, how collectable is this? should I even open it?

Decanters are sketchy at best in regards to the whiskey still being good. As far as '84 Beam it won't be brilliant, but it would be good for a Beam.

And it is just as collectable empty as full, considering again the issues with decanters and the whiskey inside keeping. Decanters from the era are a dime a dozen so it probably wouldn't sell for much either way.
