Philadelphia Whisky

I just got an old Liberty Bell decanter of whiskey. It says "The Heritage Whisky Philadelphia" on it. Does anyone know anything about this whiskey. I think it might have been bottled for the bicentennial in 1976 but not sure. I posted a picture.

Can't say from the photo, it could be something as simple as the company that produced it was located in PA. Does look Bi-Centennial though.
