Heinz is there in Germany. Since the label is nearly identical to Doug Phillips' rye bottling, I'm relatively sure it was made from aged bourbon from the warehouses at Kentucky Bourbon Disitllers (Even and Drew Kulsveen, et al) in Bardstown. Mrs. Kulsveen -- Even's wife and Drew's mother -- was originally a Willett.
The distillery there was mothballed c. 1982, so the bottle may contain Willett bourbon, or bourbon from a number of other distilleries (some defunct) which the Kulsveens have purchased (the bourbon, not the distilleries).
They are in the process of installing a new distilling column, which would be the first such startup in Kentucky since Maker's Mark in the early-'50s, I believe. Woodford Reserve, of course, began new pot-stilling in 1996 at Labrot & Graham.
